Robert C. McFarlane writes in today’s NYT that Reagan’s Defense Secretary, Caspar Weinberger, refused a “direct order” from President Reagan to deploy US Marines alongside Lebanese Army forces to secure Syrian and Israeli withdrawals rather than have them simply maintain a “presence” in Beirut.
